Two other Democrats already had declared their intention to challenge Wu in next year's primary before the scandal broke -- state labor commissioner Brad Avakian and state lawmaker Brad Witt of Clatskanie, Oregon, northwest of Portland.

No Republicans have immediately announced plans to run. But Oregon Republican Party Chairman Allen Alley called the 1st District "absolutely a winnable Republican seat," citing what he described as a shift in the national political tone.

Although Democrats account for 42.4 percent of registered voters in the district, compared with 30.1 percent for Republicans, a sizable bloc, 27.5 percent, are registered as independent. In 2010, Wu's Republican challenger, Rob Cornilles, lost by 10 percentage points.

The latest allegations against Wu surfaced last week when the Portland Oregonian reported the daughter of a high school friend who contributed to Wu's campaign accused him of making an unwanted sexual advance around Thanksgiving of last year.

Details of the nature of the alleged encounter have not been disclosed. Wu has not denied the accusation and has acknowledged more than once the allegation was "serious."

The Oregonian newspaper said Wu's accuser, who has not been identified, was from Orange County, California, graduated from high school in 2010, and was 18 at the time of the incident.

Plans for Jackson tribute ignite family row (AFP)

LOS ANGELES (AFP) ? Michael Jackson's mother and four siblings announced plans for a star-studded tribute concert for the late pop icon, but the show was blasted as "ill-timed" by two other Jacksons.

Jermaine and Randy Jackson said the family should be concentrating on the upcoming manslaughter trial of their brother's doctor, which will be going on in Los Angeles when the planned show is staged in Britain in October.

The Michael Forever show is set for October 8 in Cardiff, Wales, and will be broadcast to 30 countries around the world, said his mother Katherine Jackson, sister La Toya and brothers Tito, Marlon and Jackie.

"The world's greatest performing artists" will play at the show, according to its website, although promoter Chris Hunt declined to name names, saying they will announce artists at another press conference in London on August 3.

Jackson's mother said "as many members of my family that are available" will be at the concert, adding: "Michael gave his entire life to the world through his love, his music and his devotion to healing the planet.

"I am positive that this event will be an event great enough in scale, talent and imagination to form a worthy celebration of Michael's life," she said at a press conference in Beverly Hills.

But Randy and Jermaine Jackson -- who tried but failed to organize a tribute show after Jackson's 2009 death -- blasted the timing of the new show, which will coincide with the September manslaughter trial of Jackson's doctor.

"While we wholeheartedly support the spirit of a tribute that honors our brother, we find it impossible to support an event that is due to take place during the criminal trial surrounding Michael's death," they said.

Doctor Conrad Murray, charged with manslaughter for giving the singer an overdose of powerful sedative propofol, is due to go on trial with opening statements on September 20, less than three weeks before the Cardiff concert.

"In light of this, we feel it is inappropriate to be involved with such an ill-timed event and its promoter, Global Live," said Jermaine and Randy Jackson in a statement.

"Furthermore, the decision to proceed with this concert disrespects opinions and wishes expressed in the strongest terms to Global Live during conversations in April when this event was presented to the majority of the family."

Global Live chief Chris Hunt defended the Cardiff plans, saying they would be "worthy of Michael's musical genius ... something fun and authentic that you would envision Michael attending with excitement and joy."

Tickets for the concert in the 75,000-seat Millennium Stadium in Cardiff -- with a fully retracting roof the biggest indoor venue in Europe, according to the organizers -- will go on sale online on August 4, they added.

The concert will raise money for charities including Prince Charles' Prince's Trust in Britain, and the AIDS Project Los Angeles (APLA).

Jackson, whose career had been hobbled by child sex abuse allegations, died on June 25, 2009 at the age of 50, as he prepared for a series of comeback concerts at London's O2 arena.

Shortly after his death in 2009, Jackson's brother Jermaine announced a tribute concert that was supposed to be held in Vienna, with artists Mary J. Blige, Stevie Wonder, Chris Brown, and Akon said to be lined up.

But the plans were eventually shelved after organizers failed to get artists on board to play the show as scheduled.

Jermaine and Randy Jackson stressed Monday they were not against the principle of a tribute concert.

"There will come a time and place for an amazing and deserving tribute to Michael. But we feel that the most important tribute we can give to our brother at this time is to seek justice in his name," they said.

You see, it's all about Obama. It's not about grand bargains or complex efforts to devise a long-term bipartisan plan that will bring down the deficit without further endangering the economy and savaging the safety net. It's not about maintaining the full faith and credit of the United States. It's not about the difficulty of finding grounds for reasonable compromise. It's all about Obama.

And it makes sense. House Republicans were getting some bad press for their reckless willingness to extract huge concessions by holding the debt ceiling and the nation's credit-worthiness hostage. Lots of polling indicates that, outside of the Republican base, most Americans support compromise, and a "balanced" approach to deficit reduction that includes revenue increases as well as spending cuts. But no matter what Obama offered the GOP, Boehner could not agree to it, because any kind of a deal with the president would have the unbearable downside of making Obama look like a presidential problem-solver. And that would be an abomination.

But now, Boehner has managed to neatly extricate himself from this mess with a sudden, brilliant pivot: Obama is the problem. The key evidence: Obama's oft-repeated call for a debt limit hike that will stretch into 2013 is just pure, selfish politics designed to maximize his chances for reelection.

Rush Limbaugh told his listeners on Monday that Boehner had called him earlier in the day to describe his new plan and declare that "I am not going to make a deal with someone who is more concerned with his election than he is for his country."

Never mind the annoying little fact that a long-term extension of the debt ceiling is better for the country than a short-term hike. The ratings agencies have made it clear that American political dysfunction is a major contributing factor to the possibility of a sovereign credit downgrade. They want proof that Congress is committed to a long-term deficit reduction plan, and are unlikely to be thrilled at the prospect of a six- or nine-month band-aid. Wall Street wants this resolved, owners of Treasury debt want this resolved -- heck, without any access to polling data whatsoever, I can confidently assert that most Americans would rather not go through this absurdity all over again within a year.

But Rush loves it, and I'm guessing the Republican base will love it too. In Rush's world, the annoyance and mild anger that Obama displayed at his press conference on Friday is a welcome sign that the president is freaking out.

"I do think that he's cracking up. I do think that he's losing control here, " said Limbaugh.

There's more than a little bit of projection going on there, but who knows -- Obama is scheduled to address the nation at 9 p.m. ET Monday night, and maybe we'll all tune in to see the president collapse in gibbering rage.

That outcome strikes me as unlikely, but the truth is, Obama is in a tight spot. When one compares the Reid plan and the Boehner plan side by side, they turn out to be more alike than different. Both identify about $1 trillion in spending cuts that both sides have already agreed to. Both establish a 12-person blue ribbon panel to come up with future spending cuts. The crucial difference: The Reid plan adds another $1.7 trillion in cuts, the vast majority of which come from winding down spending on foreign wars and a reduction in interest payments on Treasury debt -- and calls for an extension of the debt ceiling through 2013.

Republicans are already dismissing Reid's accounting as a gimmick so it's impossible to see the House giving in on the debt ceiling extension. ?So what it all comes down to, at this juncture, is whether Obama will abandon his determination to get a long-term deal, or whether he is willing to go another round of chicken with the GOP.

If he does threaten to veto the House bill, then all of sudden, he's the one holding the nation hostage. He's the one preparing to risk a default. But if he gives in, then Republicans score a more or less complete victory. Obama gains no concessions on revenue, and will face the unpalatable prospect of fighting exactly the same battle all over again, early next year.

No wonder Rush Limbaugh is chortling.

Posco Q2 operating profit down on high costs (AFP)

SEOUL (AFP) ? South Korea's main steelmakeer Posco said Friday that second-quarter operating profit fell 11 percent from a year earlier due to higher input costs, despite a rise in steel product prices.

But the world's third largest steelmaker in terms of output saw its net profit rise 23 percent year-on-year because of shareholding gains from affiliates.

The April-June operating profit fell to 1.746 trillion won ($1.7 billion) from 1.966 trillion a year earlier.

Net profit rose to 1.372 trillion won from 1.119 trillion, while sales jumped 58 percent to 17.047 trillion won from 10.788 trillion.

Posco raised the price of shipbuilding plates, hot-rolled and cold-rolled coils in April to pass on high raw material costs.

The company produced 9.28 million tonnes of steel products in the second quarter, up 11 percent from a year earlier, and sold 8.66 million tonnes, also up 11 percent.

In April the company raised its annual cost-cutting target to one trillion won from the previous 800 billion. It achieved cost reductions totalling 695.3 billion won in the first six months.

War over, fear still stalks polls in north Sri Lanka (Reuters)

JAFFNA, Sri Lanka (Reuters) ? Sri Lanka's northern cities hold local polls for the first time in many years on Saturday and though the civil war is over, fear and intimidation remain rife, poll monitors and opposition politicians say.

Voters in the separatist Tamil Tigers' self-declared capital of Kilinochchi, and in Mullaittivu where they were defeated by government forces in May 2009, will elect local councillors for the first time in 29 years.

The northern Jaffna district, under military control in the latter half of the 26-year civil war, will be holding its first local government election in 12 years.

President Mahinda Rajapaksa, eager to gain support in the north, toured the area this week to launch development projects and promised more of them, in a war-ravaged region that remains firmly under military control.

"More money has been allocated to your province than the other provinces. There is no place for communal politics in Sri Lanka in the future and narrow-minded politics is unwanted in the future," Rajapaksa, who is from the Sinhalese ethnic majority, told a crowd in mostly rote Tamil this week.

Rajapaksa's government led the offensive to destroy the Liberation Tigers of Tamil Eelam (LTTE), culminating in a final battle in May 2009 that ended the guerrilla group's campaign for a separate state for Sri Lanka's Tamil minority.

Since then Rajapaksa has promised to rebuild the north, shunning calls for political reconciliation in favour of economic development under what he calls "The Northern Spring".

But violence has persisted, and militias who fought for the government have used force to retain their influence. Election monitors have catalogued many violations, including the use of state resources for campaigning, and the use of violence.

"Everyone knows certain sections of the military and the political groups operating in Jaffna are behind these (violations)," Keerthi Thennakoon, executive director of the Campaign for Free and Fair Elections (CaFFE), told Reuters.

"A well-calculated fear psychosis has been created among Jaffna and Killinochchi voters."

DEAD DOGS AND FUNERAL WREATHS

Opposition politicians, including those elected from the north, have complained they have little access to the area and say they expect intimidation to keep turnout low.

"Unknown people have placed a killed dog in front of one candidate's house while other candidates have seen a funeral wreath on their front doors," parliamentarian M.A Sumathiran, from the former LTTE political proxy the Tamil National Alliance, told Reuters.

He said soldiers are going from house to house "insisting people must vote for the government party, and with all this intimidation of our candidates and the public, no action has been taken so far."

The government has denied any wrongdoing.

The Janatha Vimukthi Peramuna (JVP), a Sinhalese Marxist party which in past decades led two violent insurgencies, said the military would not let them put up campaign posters and followed candidates during canvassing.

Ricky Gervais to play God in new TV series (Reuters)

NEW YORK (TheWrap) ? Ricky Gervais may not believe in God, but he's about to play Him.

The non-believing "Office" mastermind took to his blog Thursday to share some details about "Afterlife," the new show he's planning with "Dexter" producer Clyde Phillips. The comedy is about an atheist who dies and goes to heaven.

"Anyway," Gervais writes, "I play God..."

Not the typical, wise, benevolent God -- that's Morgan Freeman's thing, Gervais notes. His own version will be "an arrogant, wisecracking son of a bitch, who thinks he's the best thing since sliced bread. ... Actually he thinks he's the best thing ever because... well, he is. (He invented sliced bread by the way.)"

"He also loves welcoming atheists to heaven with a smug grin on his face."

Gervais adds that his God likes atheists, and "admires the fact that they were moral people even though they didn't believe they would ever be rewarded with everlasting life."

A couple of other things Gervais would like to clear up: the show isn't an "atheist comedy," as some news outlets have described it, because an "atheist comedy" wouldn't include a heaven or God.

Also, don't expect a "twisted bloodlusty anti-religious fest" just because of Phillips' grisly history with "Dexter."

"We've come up with this show because we think it will be fun, different and entertaining," Gervais says. "Not to undermine the moral fabric of America."

Eller says retired players won't block NFL deal (AP)

Hall of Fame defensive end Carl Eller thinks a deal to end the NFL lockout will be reached this week ? and says retired players won't stand in the way of an agreement.

Eller and lawyers for retired NFL players joined labor talks for about seven hours Tuesday in New York as signs mounted the dispute might almost be over. After leaving the negotiations, Eller headed to a meeting with NFL Commissioner Roger Goodell.

"They want to get these games going, and they want to have a season. That's their focus," Eller said. "Our issues are very, very critical ? very important ? but they don't really have much to do with whether the game goes on or not."

He said "there's still a lot more to be done" when it comes to benefits for former players, but that could be resolved after the main dispute is settled.

The court-appointed mediator, U.S. Magistrate Judge Arthur Boylan, also was at the session, his second consecutive day overseeing negotiations. Owners and players were trying to close a deal to resolve the NFL's first work stoppage since 1987.

The NFL Players Association's executive committee met in Washington on Tuesday to prepare for possible votes on an agreement in principle. Representatives of all 32 teams were supposed to arrive by Wednesday.

"The grass is cut, but the hay is not in the barn yet. We've got a lot of work to do," NFLPA president Kevin Mawae said.

Owners, meanwhile, are set to hold a special meeting in Atlanta on Thursday, when they could ratify a new deal. Executives from all 32 teams then would be briefed there Thursday and Friday on how the terms would affect league business. Clubs were told topics would include the 2011 NFL calendar, rookie salary system and guidelines for player transactions.

Goodell and NFLPA head DeMaurice Smith planned to stay in regular contact.

Still unresolved is what it will take to get the 10 plaintiffs ? including quarterbacks Peyton Manning and Drew Brees, Chargers receiver Vincent Jackson and Patriots guard Logan Mankins ? to sign off on a settlement to their antitrust lawsuit against the NFL that is pending in federal court in Minnesota.

On Tuesday, lawyers for the NFL and the players suing the league submitted a joint filing to the court, asking for an extra week to file written arguments "to allow them to focus on the continuing mediation." Tuesday's request, which was granted in the afternoon, noted that "the parties have also been meeting regularly since April 11, 2011, in an effort to resolve their disputes."

Also pending is the TV networks case, in which players accused owners of setting up $4 billion in "lockout insurance."

Another issue said to be standing in the way of a resolution to the lockout: Players want owners to turn over $320 million in unpaid benefits from the 2010 season. Because there was no salary cap that season, the old collective bargaining agreement said NFL teams weren't required to pay those benefits.

On a separate matter, a proposal under consideration would set up nearly $1 billion over the next 10 years in additional benefits for retired players. That would include $620 million in pension increases, long-term care insurance and disability programs.

Retired players complained to the court recently that they had been excluded from negotiations, which is why Eller's presence was significant.

"We weren't happy, and we hope it doesn't go back to that. We hope we stay active in the talks and we hope we continue to have meaningful talks. This clearly lets us know there's more work to be done," Eller said. "It's certainly something we want to keep going and continue the dialogue, continue to work until we have some kind of a solution."

Owners locked out players on March 12, when the old collective bargaining agreement expired, leaving the country's most popular professional sports league in limbo. The sides are trying to forge a settlement in time to keep the preseason completely intact. The exhibition opener is supposed to be the Hall of Fame game between the St. Louis Rams and Chicago Bears on Aug. 7.

The regular-season opener is scheduled for Sept. 8, when the Super Bowl champion Green Bay Packers are to host the New Orleans Saints.

The four-month lockout has resulted in pay cuts for non-playing employees around the league, and economic hardship for cities, like Cortland, N.Y., that hosted training camps in the past but won't this year. On Tuesday, the lower-level UFL ? which had been hoping to start its season in the void created by a lack of NFL preseason games ? announced it is delaying its season start to mid-September, a blow for a league that has lost $100 million in only two years.

During lengthy negotiations last week, NFL owners and players came up with the framework of a CBA that addresses most of their differences.

Areas they've figured out include:

? How the more than $9 billion in annual league revenues will be divided, with somewhere from 46.5 to 48.5 percent going to players, depending on how much the total take from TV contracts and other sources rises or falls;

? A structure for rookie contracts that will rein in soaring salaries for high first-round draft picks;

? Free agency rules that allow most four-year veterans to negotiate with any team;

? A cap of about $120 million per team for player salaries in 2011, with about another $20 million per team in benefits.

? Each team must spend at least 90 percent of the salary cap in cash each season, a higher figure than in the past.

Karzai Adviser And Afghan MP Killed By Suicide Bomber | Morrison ...

Gunmen strapped with explosives killed a close adviser to Afghan president Hamid Karzai?and a member of parliament on Sunday in another insurgent strike against the Afghan leader?s inner circle.

Jan Mohammad Khan was an adviser to Karzai on tribal issues and was close to the president, a fellow Pashtun.

His killing, which the Taliban?claimed responsibility for, came less than a week after the assassination of Ahmed Wali Karzai, the president?s half brother and one of the most powerful men in southern Afghanistan.

Two men wearing suicide bomb vests and armed with guns attacked Khan?s home in the western Kabul district of Karti Char, said Defence Ministry official General Zahir Wardak. Khan, who was governor of the Pashtun-dominated Uruzgan province in the south from 2002 until March 2006, was shot along with Uruzgan lawmaker Mohammed Ashim Watanwal, the official said.

Police killed one of the attackers before he could detonate his explosives, while the other was still barricaded inside the home, said the head of the Kabul police investigation unit, Mohammed Zahir. A member of the police?s anti-terrorism unit was also killed, he added. The surviving gunman was alone in the house, Zahir said.

The assassination came as international military forces handed over security for Bamiyan province to Afghan security forces, part of a transition process in which seven areas are to be handed over to Karzai?s government this month. It also came one day before General David Petraeus, the top NATO?commander in Afghanistan, hands over responsibility for the military campaign in Afghanistan to his replacement, Lieutenant General John Allen.

It was unclear how influential Khan was with Karzai, but he was thought to wield considerable influence in Uruzgan.

Taliban spokesman Zabiullah Mujahid claimed responsibility for the attack on behalf of the insurgent group.

Mujahid said the Taliban killed Khan because he was assisting coalition forces in carrying out night raids against Afghans. The controversial raids carried out by Nato forces have been highly effective in capturing or killing Taliban fighters and mid-level commanders. Karzai has complained the raids anger many Afghans who are mistakenly targeted.

?He was cooperating and helping the American forces,? Mujahid said in an emailed statement.

The Taliban had also claimed responsibility for Tuesday?s killing of Karzai?s half brother, who was shot dead by a close associate. Wali Karzai?s death left the president without an influential ally to balance the interests of the southern region?s tribal and political leaders, drug runners, insurgents and militias.

Sunday?s violence marred the handover of control of a peaceful province in the centre of the country to Afghan police, another step in a transition that will allow foreign troops to withdraw in full by the end of 2014.

Bamiyan province is one of seven areas going to Afghan security control this month in a first round of the transition. Another, Panjshir province in the east, began being transferred earlier this month. Both places have seen little to no fighting since the overthrow of the Taliban nearly 10 years ago and barely had any coalition troop presence.

The transition to Afghan control will allow international military forces to slowly start withdrawing from Afghanistan until all combat troops are gone in just over three years.

Bamiyan only had a small foreign troop contingent from New Zealand. Bamiyan and Panjshir are the only two provinces that will be handed over in their entirety during this month?s transition phase.

Other areas to be handed over are the provincial capitals of Lashkar Gah in southern Afghanistan, Herat in the west, Mazer-e-Sharif in the north and Mehterlam in the east. Afghan forces will also take control of all of Kabul province except for the restive Surobi district.

In other violence on Sunday, Afghan and Nato troops fought an overnight gunbattle with Taliban insurgents and called in an air strike on the building where the fighters were holed up. At least 13 Taliban were killed.

Also on Sunday, Nato said three of its service members died. One was killed by a roadside bomb in eastern Afghanistan and two were killed by a similar device in the south. It did not release their nationalities or any further details. The deaths bring the total number of coalition forces killed this month to 34.
